Monitoring & Evaluation (M&E) Program Officer

The African Society for Laboratory Medicine (ASLM) is a pan-African professional body working to advocate for the critical role and needs of laboratory medicine and networks throughout Africa. Africa is rapidly growing but faces major health challenges including epidemics of HIV, tuberculosis, and malaria, and new priorities such as Ebola and other global health security threats. Strengthened laboratory capacity and surveillance in Africa are critical to overcoming the burden of disease and ensuring a healthy future for the continent. ASLM addresses these challenges by working collaboratively with governments, local and international organizations, implementing partners, and the private sector.
Summary of the position:
Under the supervision of the Director of Science and New Initiatives or designee, the Monitoring & Evaluation (M&E) Program Officer will establish and implement ASLM M&E systems and develop tools for the ongoing monitoring and evaluation review of projects, using approved indicators and targets, to measure progress and make recommendations for improvement. The M&E officer will provide strategic direction and oversight to the ASLM technical staff in the planning and implementation of M&E activities, leading to the continuous improvement of systems and high-quality project data. The M&E Officer will work closely with the LabCoP project lead and will provide technical support to LabCoP country teams on M&E, and annual data collection collect, baseline and follow-up data on HIV Viral Load testing.
Key Responsibilities:
- Ensures the effective monitoring and evaluation of ASLM/LabCoP project activities
- Works closely with the technical teams to design, plan, manage and analyze project data
- Develop a data collection plan and ensure that data are collected with the expected timeframe
- Ensure results are adequately shared with the LabCoP management
- Work with the teams to disseminate project outcomes to the greater community.
- Collaborate with LabCoP country teams to coordinate the development of investment cases based on country requests.
- Assist project lead in generating dashboards
- Provide support in the implementation of the LabCoP ECHO sessions for VLT scale up
- Support LabCoP country teams to ensure they use the right data collection system and tools to evaluate the progress of VLT scale-up
- Facilitates learning sessions or meetings held between stakeholders involved in data collection, processing and analysis to discuss issues and ways of improving data quality.
- Provide hands-on support during country visits, face-to-face workshops sessions, M&E specific seminars, webinars, and other projects.
- Support for establishing M&E systems including indicator development, data collection tools and SOPs, data management systems, data quality assurance policies and procedures, data review and analysis.
- Prepare and analyze data for presentations for a diverse range of audiences.
- Perform related duties as assigned by the Director of Science and New Initiatives.
Qualifications and required skills:
- An advanced degree (Public health, statistics, international development, economics or relevant field) including experience HIV related programs;
- Demonstrated success in leading M&E using different data collection tools and statistical analysis platforms
- Minimum 5 years of relevant experience and demonstrated expertise on M&E activities in low and middle-income settings.
- Prior experience with monitoring and evaluation for international development programs, including developing performance indicators, data collection and analysis is strongly preferred.
- Demonstrated proficiency in data analysis and presentation skills.
- Demonstrated computer skills, including proficiency with Word and PowerPoint and the ability to rapidly process and analysis data using MS Excel are required.
- Excellent English written and verbal communication skills are required.
- Familiarity with health systems in Africa and donors such as PEPFAR, Global Fund, etc. is recommended.
- Strong analytical skills, and preferably experience with numerical methods and database management.
- Must have excellent interpersonal skills and be a team player.
Proficiency in French language is a plus.
